Tone of the list

The general level of bands across a street or area — the VOA's benchmark for consistency.

The tone of the list is the pattern of bands the VOA has established for a road, estate, or property type. Successful appeals usually show your band is out of tone — every other identical home is banded lower. Being 'in tone' is the VOA's default position; you need clear comparable evidence to break it.
