Exempt property

A home that pays no council tax at all — e.g. all-student households, care-home residents.

Some properties are entirely exempt from council tax under statutory classes: all-student households (Class N), homes where everyone is severely mentally impaired (Class U), unoccupied clergy houses (Class H), and short-term probate properties (Class F). Exemptions are applied by the billing authority; they don't change your band, they cancel the charge.
