Billing authority
The council that issues your council tax bill and collects the money — usually your district or unitary council.
The billing authority isn't the same as the body that sets your band (the VOA). They issue the bill, collect payment, apply discounts and process refunds after a successful band change. In two-tier areas (a county council plus a district), the district is usually the billing authority.
