Proposal

The formal name for a council tax band challenge submitted to the VOA.

A proposal is the legal document that starts a band review. It must set out the current band, the band you believe is correct, and the evidence supporting the change. The VOA has statutory time limits to consider a proposal — typically four months. If they refuse or don't respond in time, the proposal automatically escalates to the Valuation Tribunal.
