VOA To Release New Council Tax Challenge Data: What It Means For You

The Valuation Office Agency (VOA) is due to release its annual statistics for council tax challenges in October 2026. [24] Data from the previous year showed over 10,000 households in England and Wales successfully lowered their band, making now an excellent time to review your own council tax position. [13]

What are the VOA's annual challenge statistics?

The Valuation Office Agency (VOA) is the public body responsible for maintaining the council tax valuation lists for England and Wales. Each year, it publishes statistics on the number of challenges it receives and their outcomes. [9] These reports provide valuable insight into how many people are questioning their council tax band, and more importantly, how many are succeeding.

The VOA announced on 23 September 2026 that the latest figures, covering the financial year from April 2025 to March 2026, will be published in October 2026. [24] This provides a timely reminder for homeowners to assess their own banding.

What did the last VOA report show?

The most recent full report covers the period from April 2023 to March 2024 and contains several encouraging figures for homeowners. [9]

Of the 39,590 challenges resolved by the VOA in that year:

  • 10,530 resulted in a council tax band reduction. [13]
  • This represents a success rate of 27%, or more than one in every four resolved cases. [13]
  • Only 30 cases led to an increase in the council tax band, which is less than 0.1% of all resolved challenges. [13]

These official figures demonstrate that challenging your council tax band is not a pointless exercise. Thousands of people do it successfully every year, resulting in lower ongoing bills and a potential backdated refund.

Why do so many challenges succeed?

The council tax system in England and Wales is based on property valuations from 1 April 1991 (or 1 April 2003 for the list in Wales). [25] These valuations were often carried out quickly, sometimes without an inspector even visiting the property. This led to inaccuracies from the very beginning.

Errors can include:

  • Your property being given a higher band than identical neighbouring homes.
  • The VOA holding incorrect information about your property, such as the number of bedrooms or its age.
  • The original valuation simply being wrong when compared to the sale prices of similar homes in 1991.

A successful challenge depends on providing the VOA with solid evidence that your band is incorrect compared to similar properties.

How do I check if my band might be wrong?

The first step is a basic check that you can do for free. The VOA's service on the GOV.UK website allows you to see the council tax band of any property in England and Wales. You should look at homes on your street that are of a similar size, type, and age to your own.

If you find that you are in a higher band than several direct comparables, you may have a case for a challenge. However, you must ensure the properties are genuinely similar and that your neighbours' lower bands are not the result of a specific feature that lowers their value. A formal challenge requires you to submit this evidence to the VOA. [21]

Is it risky to challenge my council tax band?

This is the most common concern for homeowners, and it is an understandable one. Nobody wants to risk their bill going up. However, the VOA's own data shows that an increase is extremely rare. [13]

In the 2023-24 statistics, just 0.08% of resolved challenges resulted in a band increase. [13] The VOA cannot change your band just because you submit a challenge; it can only do so if it finds evidence that the band is wrong. If your case is properly researched and you have strong evidence that your band is too high, the risk of an increase is very small.

The data shows that 65% of challenges resulted in no change at all. [9] This means the most likely outcome of a speculative challenge is that your band will simply stay the same. With a well-supported case, the odds of a reduction are significant.

Frequently asked questions

What are the chances of a successful council tax appeal?
In the 2023-24 financial year, 27% of challenges resolved by the Valuation Office Agency (VOA) in England and Wales resulted in a council tax band reduction. Success depends on providing strong evidence that your property's band is incorrect. [13]
Can my council tax band go up if I challenge it?
While possible, it is very rare for a council tax band to increase after a challenge. In 2023-24, fewer than 0.1% of resolved challenges led to a higher band. The most common outcome is either a reduction or no change. [13]
How do I start a council tax band challenge?
You can challenge your band for free via the GOV.UK website. You will need to provide evidence to the Valuation Office Agency (VOA), typically by showing that similar neighbouring properties are in a lower band than yours. [21]
How long does a VOA council tax challenge take?
The VOA aims to resolve challenges as quickly as possible, but it can take several months to receive a decision, depending on the complexity of the case and their current workload. If your challenge is successful, the change is usually backdated to when you moved into the property.
